The family of a man who was fatally shot by police after a traffic stop in the late 1990s has paid tribute to the man who died on Sunday.
The man, who is survived by his two daughters and grandchildren, was shot on a quiet street in the early hours of Sunday morning in his hometown of Taunton.
His name is Bernard Packer and he was shot by Taunston police as he drove through a busy intersection.
Mr Packer was known to the local community as “the man who lived and breathed”.
He was shot twice in the chest, one in the back, and once in the head, before being taken to a local hospital where he later died.
The Taunson District Attorney’s Office said that an investigation was under way into what happened and whether the officers involved have been charged.
Mr. Packer lived alone and had been diagnosed with dementia and Alzheimer’s disease.
Taunon Mayor Chris Mowen said he had been informed of the death on Sunday afternoon and that a funeral would be held on Monday.
Mr Mowel added that the family had asked for privacy during the time of grief.
Mr Packer was a father of five who was well known to Taunons family.
He was described by his neighbours as a gentle man and had a fondness for fishing.
He had an extensive collection of vintage clothing and was said to be a “loyal” member of the local fishing community.
Mr Clements said that he had never met Mr Packers children but that he was devastated by the loss of the man.
“We are all devastated, it is a very hard loss for all of us,” he said.
The coroner for Tauntons County, John Kelly, said Mr Pack was “one of our own”.
He said that the officer involved in the shooting would be questioned, but it was too early to determine whether charges would be laid.

The 26-year-old woman was shot dead in the city’s north in a car crash on Saturday night.
She was on her way to work in the centre of town when she was struck and killed by a car.
It is understood that the woman was travelling with her boyfriend, who had been driving the vehicle, when she lost control of the car and crashed into a tree.
She later died at the scene.
